Launch of the Session on the Violations with Impunity if the Human Rights of Migrant and Refugee Peoples

The Permanent Peoples Tribunal has accepted the Petition coming from a coordination of movements and association to open a Session on the Violation with Impunity of the human rights of migrant and refugee peoples. The launch of the Session will be held in Barcelona, July 7-8, 2017 (see the program of the event).
The co-convening organizations, Transnational Migrant Platform Europe (TMP-E), Filipino Center-Barcelona, ACATHII-Barcelona, Transnational Institute (TNI), have met together with several organisations in Barcelona in December 2016 and in March 2017 to prepare the initial steps towards the PPT (see the list of organizations endorsing the event).
As a result of this process, having taken into account the Statute and the historical records of the PPT, and following consultation with the PPT Secretariat, the same organizations have decided to address the PPT for an urgent consideration of what could be considered “the people of the migrant” and their rights.
The migrant and refugee communities in Europe are requesting the adoption of their case by the PPT, as victims of the abuses and violations occurring in Europe and as subject of our inviolable identity of human beings. “They have recognized in the Universal Declaration of Peoples’ Rights, the founding document of the PPT, an horizon and an instrument which could contribute effectively to their struggles”, as Gianni Tognoni, PPT Secretary General, declared.
Beside the most rigorous examination of the responsibilities of the spectrum of public and private actors who intervene and have decision powers in the migratory chains, the co-convening organization have asked for an investigation on the vacuum of the existing juridical system and on the lack of the implementation of the fundamental values and laws universally recognized and respectful of the rights of migrant and refugee.
During the Barcelona event, the panel of the Judges representing the Permanent Peoples’ Tribunal, will receive formally the Indictment which includes the main allegations and charges. The delivery of the Indictmen will be followed by oral testimonies on the root causes of destabilization, forced displacement and migrations; the internal and external dimension of EU’s migration and asylum policies; the mode of externalization, with a specific focus on gender.
In its answer to the proponents, the PPT will recommend and formulate an agenda for the future steps of the process. The Session will be concluded in 2018.
